Maybe you are usin 100dpi fonts instead of 75 dpi ones ?
what are the default-resolutions and default-point-size lines of
/etc/X11/fs/config ?
 

Can you also send me the result of:

grep ^.documentFonts.[dsmxy] /usr/X11R6/lib/X11/app-defaults/Netscape

(or /usr/X11R6/lib/X11/xx/app-defaults/Netscape if there is one for 
your language)

Have you checked the "allow scaling" for scalable fonts ?

Netscape is know to, when a scalable font is available, use it at the biggest
size by default. Specially for unicode pages.
