Charles P. Kindleberger, 92, Global Economist, Dies

Charles P. Kindleberger, an economic historian who advanced
the study of international finance and helped to devise the
Marshall Plan for Europe's reconstruction after World War
II, died on Monday in Cambridge, Mass. He was 92.

Professor Kindleberger won fame for originating the idea
that global markets could not entirely police themselves.
He wrote that leadership, as shown by Britain in the 19th
century and the United States in the 20th, was essential to
contain monetary crises.

He was also known for investigating the role of mob
psychology in financial manias and panics, dating back to
the tulip crisis in Holland early in the 17th century.

Unlike many academic economists of his time, Professor
Kindleberger followed his education with a decade of
practical experience in government, a period that spanned
the end of the Great Depression and World War II. Decades
later, his early grapplings with the problems of the
American economy led him to write The World in Depression:
1929-1939 - a work that drew him solidly into the field of
economic history.

He brought into international economics some theoretical
background but a great deal of worldly wisdom along with
it, said Robert A. Mundell, a former student of Professor
Kindleberger's who won the Nobel Memorial Prize in Economic
Science in 1999 and is now a professor at Columbia
University. He had a very well-developed, quick and
imaginative sense of the real problems of the real world.

Charles Poor Kindleberger II was born in New York City on
Oct. 12, 1910. He graduated from the University of
Pennsylvania in 1932 and completed his doctorate at
Columbia University under James W. Angell, a monetary
theorist, in 1937.

When the United States became embroiled in World War II, he
interrupted a stint at the Federal Reserve Bank of New York
to seek a naval commission. Dissatisfied with his proposed
posting at a desk job, he instead joined the Office of
Strategic Services, the predecessor of the Central
Intelligence Agency, in 1942. He later became a major in
the 12th Army Group in Europe, picking targets for Allied
bombing based on enemy supply lines, and was awarded the
Bronze Star by Gen. Omar Bradley.

After the war, Professor Kindleberger served as chief of
the State Department's Division of German and Austrian
Economic Affairs. He later spent long hours at the Pentagon
helping estimate the costs of the European Recovery Program
proposed in 1947 by George C. Marshall, then the secretary
of state.

Congressional approval of the program, which came to be
known as the Marshall Plan, coincided with Professor
Kindleberger's move to the Massachusetts Institute of
Technology in 1948. He started as an associate professor
and retired in 1976 as the Ford International Professor of
Economics.

During his tenure, he was a consultant to the federal
government several times, most often for the Treasury and
the Federal Reserve. In 1985, he was president of the
American Economic Association.

Though Professor Kindleberger's academic focus was often
international, he was committed to education at home. He
took a leave in 1967 and 1968 to visit the predominantly
black colleges of the Atlanta University Center, where he
taught courses and guided the development of economics
curricula.

Professor Kindleberger wrote dozens of books, including a
landmark textbook on international economics, first
published in 1953, and a retrospective on the intersection
of politics and economics in different countries, published
in 2000. He also wrote an autobiography, The Life of an
Economist, in 1991.

I have a strong impression that economics is a
countercyclical industry that attracts adherents when times
are troubled, he wrote. Some are drawn to the subject by
the opportunity to do good, to save the world, so to speak,
by curing depression. The stronger drive in my view is
curiosity. How does the economy work, and what has gone
wrong?

Professor Kindleberger was married to Sarah Bache Miles
from 1937 until her death in 1997. He had lived in
Lexington, Mass., since 1989. He is survived by two sons,
Charles Poor III of St. Louis and Richard Stockton
Kindleberger of Boston; two daughters, Sarah Kindleberger
of Lincoln, Mass., and Elizabeth Randall Kindleberger of
Machias, Me.; and five grandchildren.

ISSUE:  Do you think we're getting our money's worth at
the United Nations? Neither do we. And some members of
Congress apparently agree.

Rep. J. D. Hayworth (R-AZ) has introduced legislation
that would reduce the U.S. contribution to the U.N.
budget by more than $240 million annually.

Rep. Hayworth's bill, H.R. 2303, would limit U.S.
contributions to the U.N.'s regular administrative
budget to no more than the largest assessed contribution
of any of the four other permanent, veto-wielding
members of the U.N. Security Council.

Our veto power should cost no more than that of the
other permanent members, China, France, Russia, or the
United Kingdom, Rep. Hayworth said. Even though their
combined Gross Domestic Product nearly equals that of
the U.S., we contribute about $115 million more to the
U.N. regular budget than those four countries combined.
That doesn't make sense and Congress should put a stop
to it.

Under current law, the U.S. contribution is fixed at
22 percent of the regular budget. That amounted to
$341 million for the current year. Under the revised
formula suggested by Rep. Hayworth, the U.S. assessment
would be lowered to $100 million annually, or 6.5
percent of the regular budget, matching that of France,
the second highest contributor.

The current dues arrangement is particularly
objectionable when you consider that each of the other
permanent members of the Security Council regularly
vote against U.S. proposals, Rep. Hayworth said. Equal
power should be matched by equal dues.

According to State Department records of Security Council
votes in 2002, China voted against the U.S. position on
issues of importance 80 percent of the time. Russia
opposed the U.S. position 78 percent of the time,
followed by France and the U.K. at 50 percent.

Rep. Hayworth said he also hopes a debate over dues will
prompt a broader discussion of U.N. reform.

The outrages are not limited to the meltdown over Iraq.
Cuba began its recent crackdown on dissidents as it was
elected to a new three-year term on the U.N.'s human
rights commission. That commission is being chaired by
Libya and includes some of the worst abusers of human
rights in the world, including Vietnam, Syria, Saudi
Arabia, Sudan, and Zimbabwe.

There must be reforms if the United Nations is to avoid
being reduced to an irrelevant international theater of
the absurd, Rep. Hayworth said.

which would be to get the U.S. *out* of the U.N. But we
think it's a worthwhile first step.

It is useful when trying to gauge the silliness of greens to use some kind of 
benchmark. I propose a benchmark based on their attitudes towards DDT. On average, a 
child in Africa dies every three minutes from malaria. This is a needless and tragic 
death.

There was a time when it could be said that DDT was saving millions of lives. Not any 
more. Thanks to comfortably well off and malaria-free greens in the first world, DDT 
manufacture and use has been drastically curtailed. The science behind the ban is 
shabby at best. When the EPA administrator Ruckelshaus banned the substance, it was 
against the recommendation of the EPA hearing examiner who concluded that:

“...DDT is not a carcinogenic hazard to man…”

“...DDT is not a mutagenic or teratogenic hazard to man…”

“... The use of DDT under the regulations involved here do not have a deleterious 
effect on freshwater fish, estuarine organisms, wild birds or other wildlife…”

But science is only something that greens use when its suits their agenda. Thus we 
have a politically inspired ban on DDT that is literally killing millions of 
third-world peasants. So to see how callous and anti-science green organizations are I 
tested their various waters to find out their attitudes to DDT. Probably the most 
extreme and most well known group is Greenpeace. They have an awful lot of awful 
things to say about DDT, most of it inaccurate. e.g:

“DDT has already out lived its utility. Concrete steps must be taken to phase it out, 
while ensuring concurrent implementation of alternative measures” said Nityanand 
Jayaraman, Greenpeace's Asia Toxics campaigner in India. I suppose if he regards the 
lives of third world peasants as worthless then I could see why Jayaraman might say 
that DDT had out lived its usefulness.

Here is what the Australian Conservation Foundation says: “Studies show alarming 
amounts of the pesticide DDT in breast milk. The pesticides threaten baby brain 
development and contribute to miscarriages and birth defects.”

Some studies have indicated trace amounts of DDT in milk but at levels far to low to 
cause any serious concern. Except to the worry warts down at the ACF. Probably the 
least irresponsible enviro group is the World Wildlife Fund for Nature (WWF). (They do 
not deserve to be called responsible.) Here is an interesting story regarding the 
WWF’s behaviour regarding a treaty to ban DDT related by Roger Bate:

“Most medical and environmental health specialists (including mosquito sprayers) were 
not aware of the proposed treaty, and most of the country delegates to UNEP were not 
aware that DDT was still used in malaria control. Indeed, until Amir Attaran, head of 
the Malaria Project, presented the case for DDT at the UNEP negotiating sessions in 
Vancouver (1998) and Geneva (1999), it was still likely to be banned. Attaran 
collected nearly 400 signatures from malaria specialists, including three Nobel 
Laureates, in 1999 on a letter supporting DDT use.

“The letter was widely reported in the media and led to the World Wildlife Fund 
retracting its demand that DDT be banned, at the opening plenary session of the U.N. 
“persistent organic pollutants meeting last year. Attaran lobbied delegates from 
numerous countries and with the Malaria Foundation International, made the treaty 
writers see sense.”

In other words the WWF tried to get away with bad policy but was stopped by concerned

Tracing the pattern of WMD lies back to the source

Who lied us into war?

The easy answer: George W. Bush. But that's too easy. It's highly unlikely the President of the United States got up there and knowingly fibbed about the existence of weapons that would surely not be found. No doubt he fully expected the evidence to turn up, verifying what he and other members of his administration had been saying all along: that Iraq possessed weapons of mass destruction capable of posing a regional threat. When no such evidence was forthcoming, however, the President's partisan critics in Congress  most of whom supported the war, and voted for the authorization to use force  were quick to jump on this administration's growing credibility gap. 

The case for war was made on many grounds, but WMD was surely the most convincing, at least to the general public. Tony Blair regaled the Brits with tales of how Saddam could order the deployment of terror weapons "within 45 minutes," and Bush, not to be outdone, declared that the contiental U.S. was in danger from unmanned Iraqi drones capable of wreaking destruction on American cities. Clouds of deadly anthrax, chemical weapons, and other bioengineered horrors were conjured by the War Party as imminent threats, but the argument that Saddam was on the verge of acquiring nuclear weapons was the trump card in the President's deck, and he played it in his 2003 state of the union address

"The British government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa. Our intelligence sources tell us that he has attempted to purchase high-strength aluminum tubes suitable for nuclear weapons production."

This assertion that the U.S. had to act to avert a nuclear catastrophe was echoed by Vice President Dick Cheney, who said of Saddam on the eve of war

"We believe he has, in fact, reconstituted nuclear weapons."

Three months later, Defense Secretary Donald Rumsfeld was backpedaling as fast as he could:

"I don't know anybody that I can think of who has contended that the Iraqis had nuclear weapons."

Yet Cheney's definitive assertion was the culmination of a long string of public statements by the President and his top officials that Saddam could acquire and deploy nukes in the near future. In a Cincinnati speech last year, Bush averred that Saddam "is moving ever closer to developing a nuclear weapon," a line of argument prefigured by Condoleeza Rice's pronouncement on CNN the day after the first anniversary of 9/11:

"We don't want the smoking gun to be a mushroom cloud."

It turns out that the only smoking gun is the one left in the hands of the President after he shot off his mouth and propounded what the White House now acknowledges was inaccurate information. But who supplied the ammunition? What was the source of the intelligence that convinced White House speechwriters to include the reference to uranium?

The aluminum tubes were soon shown to be unsuited to producing nuclear materials. But this uranium business is particularly embarrassing for the President, who faces a rising chorus of questions about the course and conduct of the continuing war in Iraq, since the whole thing turns out to have been a crude hoax. 

The submission of outright forgeries to the United Nations inspection team, purporting to show that the Iraqis had tried to buy uranium in the African country of Niger, was the last straw as far as the Europeans were concerned. It was the crudeness of the forgeries that seemed to underscore Washington's contempt for its former allies. The documents referenced individuals who hadn't work for Niger's government for years, the letterheads were odd, and there were any number of other errors that marked them as pretty obviously phony.

Anyone with elementary computer skills and a few minutes to spare could have debunked the Niger uranium story: yet the White House was bamboozled. Bush-haters of a partisan hue are inclined to believe the forgery was concocted by the President's men, but the Washington Post report on the official investigation took a different and far more interesting tack:

"The FBI is looking into the forgery of a key piece of evidence linking Iraq to a nuclear weapons program, including the possibility that a foreign government is using a deception campaign to foster support for military action against Iraq."

The author of the Post piece was silent on the question of which foreign government. However, CNN was quick to cite government officials who said:

"They got the documents from the intelligence service of another country, which was not Britain and was not Israel, which they will not name."

That was another lie.

The source of much disinformation seems to have been a unit of the Defense Department set up by Secretary Donald Rumsfeld and lorded over by his deputy, Paul Wolfowitz, the "Office

George W. Bushs combative exhortation to Iraqi resistance fighters to "bring em on" by launching more attacks against U.S. troops reminded his supporters why they see him as a war-hero president, what former aide and author David Frum dubbed "The Right Man" to lead the nation through post-Sept. 11 hostilities. 

But Bushs tough-guy rhetoric may instead be leading the nation into a maze of dark alleys from which many Americans, especially young soldiers dispatched to a string of conflicts, will never emerge. There is a growing sense that Bushs life experience of underachieving privilege might make him entirely the wrong man for addressing the complex challenges the nation now faces.

Because of his family connections, Bush has never confronted the physical dangers that come with war, nor even the consequences of personal failure as an executive whos made bad decisions. His fathers powerful friends have always been there to help, whether keeping Bush out of Vietnam or bailing out his sinking businesses or sparing him from a full vote count in Florida.

Even as a young man, Bush could say one thing and do another. He said he was for the Vietnam War, but accepted a home-side slot in the Texas Air National Guard arranged by his fathers friends. He then appears to have shirked even that duty with still-unanswered questions about why he failed a flight physical and whether he went AWOL for a year.

According to the Boston Globe, "In his final 18 months of military service in 1972 and 1973, Bush did not fly at all. And  for a full year, there is no record that he showed up for the periodic drills required of part-time guardsmen." [Boston Globe, May, 23, 2000] 

In his early-to-mid adulthood, Bush continued to live a kind of risk-free life, benefiting from the generosity of his fathers friends who bankrolled his failed business ventures and then set him up with sinecure positions on corporate boards. While other businessmen faced genuine risks of failure, Bush lived the charmed life of a ner-do-well who could only fail up.

When it came to democracy and the fundamental right of American citizens to have their votes count  and be counted  Bush again didnt dare take any risks. He preferred the sure thing of a fix by his fathers friends than winning or losing based on the actual ballots cast by voters.

After Election 2000, when the Florida Supreme Court ordered a statewide recount, Bush sent his lawyers to the U.S. Supreme Court to get five Republican justices to stop the counting of votes and hand him the White House. Though the U.S. news media largely spared Bush any political damage for this unprecedented act, many world leaders now roll their eyes when Bush proclaims his commitment to democracy around the globe.

Avoiding Risk

This pattern of avoiding personal risk has carried into his presidency. On Sept. 11, 2001, when terrorists crashed two planes into the World Trade Center in New York and another into the Pentagon outside Washington, Bush was on a political trip to northern Florida. With administration officials claiming that Air Force One might be another target, Bush and his entourage fled west, first to Louisiana and then to Nebraska.

Meanwhile, other Americans held their ground in Washington, showing almost no panic even with the knowledge that a fourth hijacked plane was headed toward the capital. That plane never reached its destination because Americans onboard battled the hijackers for control and the plane crashed in Pennsylvania. Hours after the danger had passed, Bush returned to Washington.

Bush didnt take chances either on his victory lap through the Middle East in June. Instead of following the example of British Prime Minister Tony Blair, who visited British troops in the Iraqi city of Basra, Bush didnt make even a brief stop inside Iraq, as some political observers believed he would.

Instead Bush chose the much safer environs of a U.S. military base in Qatar, where he spoke in front of cheering U.S. soldiers far from the front lines. "Im happy to see you and so are the long-suffering people of Iraq," Bush told the soldiers, who were about 500 miles out of eye-shot from Iraq.

After leaving Qatar on June 5, Air Force One flew over Iraq, tilting at 31,000 feet so Bush could look down on the sweltering city of Baghdad. Though far out of range of Iraqi weapons, Bush was surrounded by four F-18 fighter jets.

While Bushs decision to stay out of Iraq may have been justified by the continuing violence, there was an unsettling contrast between Bush taking a peak at Baghdad from 31,000 feet and American soldiers stuck patrolling its baking-hot streets day and night, possibly for the next several years.

Necessary Prudence

Euro cash could be embedded with radio frequency identification tags if a reported deal between the European Central Bank and Hitachi becomes reality. 

The bank is working on a hush-hush project to embed RFIDs, wireless transponders the size of a grain of sand, into the fibers of euro bank notes to foil would-be counterfeiters. The bills currently have a number of security marks, including threads that glow under ultraviolet light, but as the euros wear thin, these are less perceptible. 

If the deal goes through, it will be a boon to the nascent RFID industry, which has long been in search of a market. However, consumer privacy advocates have questions about other possible uses of the tags. 

A spokesman for the ECB in Frankfurt confirmed on July 4 that the bank intends to add further protection to the euro and that the next series will incorporate updated features, "because technology is advancing rapidly and you have to keep pace with that." 

The spokesman, Jean Rodriguez, stopped short of identifying the new features or their makers, saying all contracts with third parties are subject to strict confidentiality agreements. 

A Hitachi spokesman acknowledged awareness of the ECB project, but said his company was under a nondisclosure agreement and could not confirm whether Hitachi would provide RFID chips for the bank, which released 8 billion euros in January 2002. The deadline for the project has been reported as 2005. 

Privacy groups have expressed concerns about the use of RFIDs, both in bank notes and other areas. Earlier this year, an announcement that Italian clothing manufacturer Benetton Group would use the chips to track its garments set off a firestorm of media coverage and a threatened boycott due to concerns about consumers' privacy. Benetton retracted its plans. 

If embedded in the euro, the chips could make it possible to track information such as when and where transactions take place, according to Paul Lee of Deloitte Research in London. 

RFID technology involves a minuscule chip and antenna, which would be implanted in the bank notes, and a reader similar to those used with bar codes, only much smaller, Lee said. Though it might be used simply to identify the note's serial number, it would also be possible to add more data. 

"There is a worry in our field as to how these things will be used, given the lack of coherent privacy regulations," said Dan Moriz, staff technologist for San Francisco's Electronic Frontier Foundation, a digital watchdog organization. 

"It would be easy to establish a system where intelligence agencies track how money is spent. What if I'm an ethnic Turk in Germany, where there is a long-standing conflict between the Turkish and German populations, and I buy books on establishing a Turkish state?" Moriz asked. 

"The German police could start tracking me. If I go to France or another country that is part of the 12 member nations using the euro, the German police could notify the French police, and they could keep track of me," Moriz said. The 12 nations that use the euro are Italy, Luxembourg, the Netherlands, Spain, Portugal, Ireland, Greece, Germany, France, Finland, Belgium and Austria. 

Until now, Moriz pointed out, the only truly anonymous form of payment has been cash. "If you write a check, the instrument itself bears your name and other data. Credit cards have an obvious audit trail; traveler's checks have one as well. But always, until now, cash payments have been mostly untraceable." 


Another leading privacy advocate is also concerned about the information being collected in databases and used for marketing purposes -- or even lawsuits, health insurance applications and law enforcement. 

"This private data can be used against you," said Katherine Albrecht, founder and director of Consumers Against Supermarket Privacy Invasion and Numbering. Albrecht said she shares EFF's concerns. "It will essentially eliminate the anonymity of cash." She outlined a nightmare scenario in which "it would be possible to track all the cash issued to an individual and invalidate it with a couple of keystrokes" -- a literal case of "your cash is trash." 
 
Despite the reputed deal between the ECB and Hitachi initially reported by Japanese news agency Kyodo, technical difficulties may forestall the use of the tags in the euro. 

"A bank note is very thin," said Bodo Ischebeck, senior director of Ident-Systems at Infineon Technologies in Munich. "Bank notes have a thickness of only about 80 microns, and the technology is only capable, if you are connected to an antenna and have a chip on the bottom, at 100 microns." The paper would have to be 100 microns thick, Ischebeck said, to support the technology.

BACKGROUND 

The 9/11 Commission will report on the facts and circumstances surrounding the attacks of September 11, 2001. It will review, identify, and evaluate lessons learned and make recommendations for the future. While we analyze the terrorist danger around the world, we are also addressing sensitive policy and intelligence issues across the federal government and beyond. In the last six months, the Commission has launched the most wide-ranging outside investigation of American national security in the history of the United States. We make this point so that the public will understand that the issues we are addressing have few, if any, precedents. 

With a staff of more than 60 in three offices, two in Washington, DC and one in New York City, the Commission has received thousands of documents and is meeting with officials in every area of its work. The Commission is fully funded. Its professional staff has deep expertise. The staff now has the necessary security clearances. We are also able to build on work that has already been done inside the government. 

STATUS REPORT 

This is a critical time for the Commission. We have worked hard to stay on schedule to complete our work by the end of May 2004, as required by our statute, but the coming weeks will determine whether we will be able to do our job within the time allotted. The task in front of us is monumental. Time is slipping by. Every day lost complicates our work. Extensive and prompt cooperation from the U.S. government, the Congress, state and local agencies, and private firms is essential. This report offers an initial evaluation of this cooperation. 

When he signed the bill that created the Commission, President Bush pledged his cooperation. He and his subordinates have made significant efforts to keep that promise. Security clearances for commissioners and staff were expedited. The President designated a senior official at the Justice Department to facilitate Executive Branch cooperation with the Commission. 

Yet it is also clear that the Administration underestimated the scale of the Commissions work and the full breadth of support required. The facilitation job previously assigned to an already busy top official at Justice has now been transferred to another senior Justice official working full- time to support the Commission along with four deputies. 

Every bit of that help will be needed in expediting responses to the 26 briefing requests and 44 sets of document requests, many with dozens of categorical areas of inquiry, that have already been filed with 16 different agencies. While thousands of documents are flowing insome in boxes and some digitizedmost of the documents we need are still to come. These documents are critical in their own right and to help our staff prepare for their hundreds of interviews with individual officials. 

We now detail the status with respect to many agencies:

* The document requests already filed with the Executive Office of the President cover every major part of the EOP, including the NSC. We will not go into detail on the substance of these or other requests. We can say that we have received and are in the process of receiving access to a wide range of sensitive documents and that, to date, no requested access has been denied. Many more documents are being requested. Conditions have been imposed, in some cases, with respect to our access to and usage of these materials. Our discussions continue. 

* The Central Intelligence Agency has been arranging needed briefings and providing intelligence products, including essential information that has been developed since 9/11. DCI Tenet composed a strong review group and team of analysts to look back at the pre-9/11 record. Their work has been invaluable. The CIA has been slower in producing the internal documents that we have requested on management and resource choices in the pre-9/11 war on terrorism. 

* The Federal Bureau of Investigation got off to a slow start in responding to the Commissions requests. When Director Mueller became aware of the Commissions concerns, he assigned additional agents and staff to assist us. He and his staff have provided us with detailed briefings on the PENTTBOM investigation and the counterterrorism reforms undertaken by the FBI since 9/11. The FBI is now moving constructively to help us utilize the records compiled in the largest criminal inquiry ever cond ucted by the Bureau. Especially helpful, the Bureau has helped us access documents in a searchable electronic form. 

* The Department of Justice has assisted the White House in resolving issues that have arisen in agency responses to our requests. But records requested from DOJ are overdue, and the Department has not yet been able to resolve important issues

or fax and ask them to vote NO on the Free Trade Agreements (FTAs) with
Chile and Singapore.  These FTAs would allow an unlimited number of
“temporary” workers from Singapore and Chile to enter the United States.
Furthermore, These FTAs are stepping-stones to the EU-style Free Trade
Area of the Americas (FTAA).  The FTAA, scheduled for completion by 2005,
is a major step toward creation of a borderless Western Hemisphere that
would spell the end of our national sovereignty.

America's Spy Software Scandal

Did Saddam Hussein and Osama bin Laden have access to a U.S. computer tracking program that enabled them to monitor our intelligence-gathering efforts and financial transactions? If so, who is responsible for allowing the program to fall into their hands? And who else among America's enemies might have access to the tracking system?

It's an explosive spy software scandal that no one in official Washington wants to investigate.

This complex, tangled story began two decades ago, when a tiny private company called Inslaw Inc. developed a software package to help U.S. attorneys' offices in large urban districts keep tabs on their criminal prosecutors' caseloads. The program, dubbed the Prosecutor's Management Information System (PROMIS), was effective and popular. It allowed a prosecutor to locate defendants and witnesses, track motions and monitor ongoing investigations. In 1982, Inslaw won a large Justice Department contract to implement the system nationwide.

In the meantime, Inslaw also developed privately owned enhancements to PROMIS. Despite contractual guarantees of Inslaw's proprietary rights to the enhanced version of PROMIS, the Justice Department essentially commandeered the improved program for its own uses without paying for it. Inslaw was forced into bankruptcy and began an endless fight with the Justice Department to recoup its losses.

In the course of their court battles, Inslaw founder Bill Hamilton and his wife innocently stumbled upon shocking national security revelations. Former Attorney General Ed Meese, the Hamiltons concluded, had conspired to force Inslaw into bankruptcy so that an old Meese crony, California businessman Earl Brian, could take over the company's assets. The Hamiltons obtained information through sworn affidavits of several individuals that suggested Meese, Brian, high-ranking Justice Department official Peter Videnieks and others wanted to modify and distribute the enhanced PROMIS software with "back-door" capabilities for covert intelligence operations. 

Sound preposterous?

In 1987, a federal judge blasted the Justice Department for stealing PROMIS. The government, Judge George Bason said, stole Inslaw's software through "trickery, fraud, and deceit" with "contempt for both the law and any principle of fair dealing." The House Judiciary Committee also found in 1992 that there was "strong evidence" the Justice Department had conspired to steal the PROMIS program. An internal Justice Department memo made public by the committee revealed that the Justice Department had secretly turned over a copy of PROMIS to the Israeli government.

An extensive four-part series by Insight magazine reporter Kelly Patricia O'Meara retraced a lengthy investigation by the Royal Canadian Mounted Police two years ago, which "uncovered a network involving friend and foe alike that may be using PROMIS and systems like it for a variety of illegal activities worldwide."

In June 2001, Jerry Seper of The Washington Times reported that former FBI agent and convicted spy Robert Hanssen sold an enhanced version of PROMIS for $2 million to Russian crime figures, who in turn are suspected of selling a black-market version of it to Osama bin Laden.

More recently, the International Currency Review, a London-based financial newsletter, reportedly obtained Iraqi intelligence documents alleging that PROMIS came into Saddam Hussein's possession under the Bush I administration. The publication's editor says the documents were owned by Hussein's half-brother, Barzan al Takriti.

And last week, British news outlets suggested that the resignation of top Bush terrorism intelligence official Paul Redmond was tied to his investigation of Hanssen and the PROMIS theft. The Department of Homeland Security claims that Redmond, a legendary spy catcher who came out of retirement to take the Bush administration position and had served only three months, left for "health reasons."

The odor of a cover-up is unmistakable. To this day, the Justice Department, FBI and other government agencies continue to insist that they have never possessed or used any pirated version of PROMIS. Career Justice officials who oversaw the theft of the Hamiltons' software program in the 1980s remain in place today. And according to my sources, the 9-11 Commission created by President Bush has declined to investigate this spy software fiasco and its possible role in facilitating the terrorist attacks on America.

Inslaw deserves to be compensated. More importantly, the American people deserve to know the truth: Did government greed and bureaucratic hubris lead to a wholesale sellout of our national security? The Bush White House's credibility is on the line.

The ignorance of political ranter Dick Morris is amazing. In a spiel for the NY Post (07/02/03), which is part of Rupert Murdocks Evil Empire, he demanded that the U.S. Ambassador to France, Howard Leach, be sacked. Leach incurred Morriss wrath for daring to suggest that the friction between the U.S. and France, over the Iraq War, is in the past and now part of history. 

Morris insisted that the French had betrayed America by refusing to endorse our invasion of Iraq. What drivel! The truth is the French were right. There were no WMD in Iraq, it was never a threat to U.S. security, it had no ties to terrorists, and the UN Inspectors should have been permitted to do their jobs. 

The French also knew President George W. Bush was being manipulated by advisors, who had conflicted interests. Im referring to Neocons and Super Hawks; Richard Perle, Paul Wolfowitz, and Douglas Feith; the seriously confused Donald Rumsfeld; and the Halliburton-challenged Dick Cheney. 

Morris even railed that the, French voters are nuts. A poll-obsessed consultant for then-President Bill Clinton, Morris, in 1996, was forced out of his cushy White House role by a sleazy sex scandal involving a $200 an hour prostitute. He has been called everything from a Rasputin-like figure, to a buffoon, to a campaign trickster. 

As a France-hater, unfortunately, the raving Morris is not alone. Windbags George F. Will and Rush Limbaugh are even worse! Oh well, if the public can survive the idiotic babblings of Bill OReilly, Sean Hannity and Ann Coulter, then it can survive the daffy Francophones, too. 

What Morris, and other shallow types have in common, besides their hatred for France, is their gross ignorance about Americas history and the Revolutionary War. Even if they knew that history, it still wouldnt touch their souls. They are constitutionally incapable of identifying with the founding of the Republic and the great battles, continuing today, to maintain it. They may read of an historical event, but it never goes any deeper. This is why the people shouldnt pay any heed to their nonsense. 

The records shows that France is Americas oldest ally. Without her help during the darkest days of our Revolutionary War (1775-1783), the struggle for independence may have been lost. General George Washington himself said, on April 9, 1781, We are at the end of our tether, and...now or never our deliverance must come. 

Under King Louis XVI, French aid had begun to flow into America as early as 1778. It consisted of money, clothing, muskets, and barrels of the worlds finest gunpowder. All of it was smuggled for the use of the Continental Army, under the direction of the famous playwright, Pierre de Beaumarchais, according to the riveting, The Campaign That Won America: The Story of Yorktown, by Burke Davis. 

By 1781, however, the Continental Army was literally on the ropes. The British occupied parts of New England, all of Manhattan, and had a large army, under Lord Charles Cornwallis, rampaging through the Carolinas, and Virginia, too. Washington was camped, with his mostly unpaid and rag tagged army, at Kings Ferry on the Hudson. The British Navy totally controlled the seas. Washington, in desperation, sent Maj. Gen. Lafayette, then age 23, south, with a small force, to harass Cornwallis 7,500 men. 

It was France, that then stepped boldly into the breach. With her gallant army, under Count Jean-Baptiste de Rochambeau, and her proud navy, under Admiral Francois de Grasse. It came to Washingtons rescue, in early August of 1781, along with much needed additional supplies. 

Surprisedly, Cornwallis overplayed his hand. As the result of his forces plundering in the Carolinas, the local Mountain Men, rose up and gave some of the British a good whipping at a place called Kings Mountain. The gutsy guerrilla faction was led by Francis Marion and Thomas Sumter. They were masters of the hit-and-run raids. 

Enter General Nathanael Greene, one of Washingtons most able lieutenants. Greene, the son of Quaker minister, challenged Cornwallis forces, too, using army troops and militia, and seriously damaged them in the Carolinas. He, and Lafayette, in the Virginia campaigns, were assisted by men, whose names are writ large in the history of that period. Heroes, like Daniel Morgan, Light-horse Harry Lee, William Washington, John Eager Howard, Edward Carrington, Thaddeus Kosciusko, Mordecai Gist, Baron de Kalb, Anthony Wayne and the Baron von Steuben.

British-Jew real estate tycoon Naim Dangoor declared himself Exilarch of the Babylonian Jews in 1970, after the position was vacant for 700 years. His initial demand is $20 billion that he estimates the Iraqi-Jews lost after WWII. British-Jew Edwin Shuker, who is trying to form a Truth  Reconciliation Commission that would address the question of Iraqi reparations to Jews states that the claims of Dangoor are legitimate.   

Last week at the United Nations, a new organization, Jews for Justice from Arab Countries, was established to seek reparations for Jewish refugees and for centuries of Muslim racism. Abraham Sofaer, himself an Iraqi-Jew, states the claims of Iraqi Jews are legitimate: He notes that much of the real estate of Baghdad and central Iraq is really Jewish owned. The Israeli Ministry of Justice has set up the World Organization for Jews of Arab Countries (WOJAC) to collect reparations claims against all Arab countries: So far 25000 forms have been filed. At the Congregation Kahal Joseph Synagogue in Los Angeles, a dozen families have filed claims; the claim of one family that fled Baghdad in 1967 is a 13 page listing of buildings, factories and plantations. The billionaire Zilkha family of Los Angeles and Houston are planning a lawsuit and claims ownership of much of the banking sector in the Middle East, including hundreds of banks in Baghdad, Cairo, Damascus and Beirut. Ezra Zilkha, president of Zilkha  Sons Inc., the family holding company, notes: "Whatever we can get now we'll take".   

In Baghdad, Muslims are becoming aware of the game that is afoot: One local newspaper, Al-Saah, has noted that "returning Jews" are trying to seize Baghdad real estate. A sign on a factory bulletin board in Baghdad warns Muslims to "resist the temptation to sell anything to the Jews [lest] the money they make to be turned into bullets to be used against the Palestinians." Iraqis who endured Saddam's rule have contempt for the Jews and Kurds now clamouring for property after years of comfortable exile.

For 1,500 years, from the era of Alexander the Great to the late 13th century, a high Mesopotamian priest in Babylon ruled as the supreme leader of Eastern Jewry. Known as the Exilarch, he settled all disputes brought before him by Jews living as far away as India and Spain. His authority ended only when Mongol hordes sacked Babylon, for centuries [home to] the world's largest Jewish community.   

The year was 1270. Seven centuries later, a Jew named Naim Dangoor, once a Baghdad merchant but now operating one of London's largest property companies, re-established the office of Exilarch, naming himself to the position. The year was 1970.   
"Exactly 700 years," smiles Mr Dangoor. "Interesting, no?"   

Padding about in a Sabbath robe of silver and crimson brocade, the 89-year-old is ... relentlessly [pushing] toward his goal: to re-establish the glory that was Iraqi Jewry ...   

He wants the $20bn [£12bn] he estimates Iraq's new leaders - whoever they may be - owe his people for the calamity that befell the world's oldest and wealthiest Jewish community when radical Arab nationalists began ruling Iraq after the second world war.   

Today, descendants of Iraq's Jews are scattered around the globe ... [But] despite Mr Dangoor's efforts, few are packing their bags for Baghdad. And some worry that the spectre of an old man living in splendour here dunning war-ravaged Iraq for lost wealth will hardly improve Arab-Jewish relations.   

"He definitely has the right to sit at the table," says Edwin Shuker, another Jewish exile in London who is working ... to establish a truth and reconciliation commission that might address reparations. "But really should he speak for all of us?"   

There's a lot of money to go around. The US Treasury has frozen some $3bn [£1.8bn] in Saddam Hussein-era Iraqi assets, while US officials estimate another $10bn [£6bn] may be within reach in other countries and Iraq itself.   

Last week at the UN, an organisation called Justice for Jews from Arab Countries launched a campaign to present the legal grounds for redressing grievances of more than three quarters of a million Jewish refugees from all Arab lands ...

WASHINGTON - Seven in 10 people in a poll say the Bush administration implied that Iraq and its leader Saddam Hussein were involved in the Sept. 11 attacks against the United States.
And a majority, 52 percent, say they believe the United States has found clear evidence in Iraq that Saddam was working closely with the al-Qaida terrorist organization.
The number that believes this country has found weapons of mass destruction is 23 percent, down from 34 percent in May, according to a poll conducted by the Program on International Policy Attitudes at the University of Maryland.
Prewar assertions by the Bush administration about al-Qaida's ties to the Iraqi government have not been proven, and weapons of mass destruction have not been found since the invasion of Iraq.
CIA officials have said that two trailers recovered in Iraq were mobile biological weapons laboratories; Bush administration officials have called the trailers the most significant evidence yet that their allegations of Saddam's weapons programs were accurate.
Only four in 10 of those polled, 39 percent, said they thought the government was being fully truthful when it presented evidence of links between Saddam and al-Qaida. But among those who thought the government was not telling the truth, people were more likely to say the government was "stretching the truth, but not making false statements" rather than "presenting evidence they knew was false."
The number who want the United Nations to take a leadership role in Iraq has grown from 50 percent in April to 64 percent now.
More than 60 U.S. troops have died in Iraq since President Bush declared May 1 that major combat had ended. But the American public remains committed to sticking with the Iraq mission.
Eight in 10 said the United States has the responsibility to remain in Iraq as long as necessary until there is a stable government.
The poll of 1,051 adults was taken June 18-25 by Knowledge Networks and has an error margin of plus or minus 3 percentage points.

Bush Pushes for New Nukes

MERCURY, Nev. — If the Bush administration succeeds in
its determined but little-noticed push to develop a
new generation of nuclear weapons, this sun-baked
desert flatland 65 miles northwest of Las Vegas could
once again reverberate with the ground-shaking thumps
of nuclear explosions that used to be common here.

The nuclear-weapons test areas are now a wasteland
that is home mostly to lizards and coyotes. Throughout
the Nevada Test Site, the ground is strewn with
mangled buildings and pockmarked with craters, the
ghostly evidence of the 928 nuclear tests the
government conducted here from 1951 to 1992.

A concrete tower designed to hold the bomb for what
would have been the 929th test still looms over the
desert floor.

But Icecap, the test of a bomb 10 times the size of
the one that devastated the Japanese city of Hiroshima
in 1945, was halted when the first President Bush
placed a moratorium on U.S. nuclear tests in October
1992. The voluntary test ban came two years after
Russia stopped its nuclear tests.

In the 11 years since, the United States has worked to
halt the spread of nuclear weapons around the world
and has often touted its own self-imposed restraint as
a model for other nations.

But the Bush administration has now taken a decidedly
different approach, one that has touched off a
passionate debate in Washington. Last year the White
House released, to little publicity, the 2002 Nuclear
Posture Review. That policy paper embraces the use of
nuclear weapons in a first strike and on the
battlefield; it also says a return to nuclear testing
may soon be necessary. It was coupled with a request
for $70 million to study and develop new types of
nuclear weapons and to shorten the time it would take
to test them.

Last November, months before the invasion of Iraq,
Defense Secretary Donald Rumsfeld casually told
reporters during a flight to Chile that military
strategists were examining ways to neutralize Iraq's
chemical and biological weapons. Among options studied
were bunker-busting bombs that might have nuclear
payloads.

Bunker-busters are heavy, missile-like bombs with
hardened noses that penetrate the ground before
exploding. No nuclear bunker-busters were employed in
Iraq, although their use was considered there and in
Afghanistan.

But the matter-of-fact way in which Rumsfeld suggested
their possible role was a rare public sign of a
growing effort by the administration to end the
decade-long ban on developing and testing new nuclear
bombs.

The main reason offered by the Pentagon is that
rogue nations such as North Korea, Iran and Libya
have gone deep, building elaborate bunkers hundreds of
feet underground where their leaders and weapons could
ride out an attack by the biggest conventional weapons
U.S. forces could throw at them. U.S. officials also
theorize that the vaporizing blast of a nuclear bomb
might be the only way to safely destroy an enemy's
chemical or biological weapons.

The Pentagon says developing new nuclear weapons makes
sense in a dangerous world. Without having the
ability to hold those targets at risk, we essentially
provide sanctuary, J.D. Crouch, an assistant
secretary of Defense, told reporters earlier this
year.

But others argue that moving toward a new generation
of nuclear weapons, instead of improving conventional
and non-nuclear ways to attack deep targets or
chemical weapons sites, is fraught with danger.

They are opening the door to a new era of a global
nuclear arms competition, says Daryl Kimball,
executive director of the Arms Control Association in
Washington, D.C. As we try to turn the tide of
nuclear proliferation, the last thing we should
suggest is that nuclear weapons have a role in the
battlefield, and these weapons are battlefield
weapons. This is a serious step in the wrong
direction.

Kimball and others say research would eventually lead
to testing. If Congress approves the White House
requests, the first live tests of any new nuclear
weapon could come as early as 2005.

Since 1992, weapons have been tested only in
non-nuclear experiments 963 feet below the ground at
the test site and in computer simulations here and in
labs. Congress has mostly gone along with the new
approach and has green-lighted most of the Bush
administration proposals. This spring, the House of
Representatives and the Senate agreed to spend $15.5
million to develop a nuclear bunker-buster called the
Robust Nuclear Earth Penetrator. They also agreed to
spend money to make changes to the Nevada Test Site,
shortening to as little as 18-24 months the time it
would take to resume nuclear tests. (It would take
24-36 months now.)

Congress is hung up on just one element of the Bush
plan: a ban on researching and developing a nuclear
bomb with a payload of 5 kilotons or less. (A kiloton

When the first American soldiers advanced through Iraq
in March, every warehouse with bags of pesticide was
eagerly examined in case they might be weapons of mass
destruction.

I can't get hold of any American officers because
they are all out trying to win promotion by being the
first to find WMD, said a Kurdish official in
exasperation just after the fall of Mosul. It is like
a giant Easter egg hunt.

The search now is much more muted. US officers are
more worried about the escalating guerrilla war. The
Iraqi opposition, which in exile found no difficulty
in passing on information about Saddam Hussein's
stocks of WMD to intelligence agencies and
journalists, has lost interest.

Before the war, the US and Britain insisted the surest
way of finding the weapons would be through
questioning senior members of the regime. The former
Iraqi government was asked to allow them to be
questioned without Iraqi officials present or outside
the country where they would feel free to talk without
fear. Many of the senior members are now in custody.
They include Abed Hamid Mahmoud, Saddam's private
secretary and confidant, detained last month who
attended all meetings with the former leader.

But none has produced any information so far that
would confirm that Iraq possessed such weapons.

The silence of Saddam's inner circle on the topic so
far tends to confirm the story told by General Hussein
Kamel, the son-in-law of Saddam Hussein who fled to
Jordan in 1995. He had been in charge of monitoring
and thwarting the UN weapons inspectors before his
defection.

General Kamel said Saddam had ordered the destruction
of weapons of mass destruction in 1991, but had also
issued instructions that plans, designs and equipment
to start the program again, when possible, should be
secretly retained.

Records of General Kamel's interrogation were revealed
earlier this year.

Iraq first used poison gas against Iran in 1984 at the
height of the Iran-Iraq war. It became a regular part
of the Iraqi armory. In 1988, the Iraqi army won the
decisive battle of Fao, recapturing a peninsula of
that name south of Basra, by deluging Iranian
positions with mustard gas as well as sarin and tabun
nerve gas. In the same year, poison gas was used
against the Kurdish town of Halabja, killing 5,000
civilians. In the months before the war with Iran
ended Iraq was planning to attack Tehran with missiles
containing poison gas.

Many of Iraq's problems with the UN inspectors in the
1990s revolved around its inability to prove exactly
what had been destroyed in 1991. It had kept inexact
records of what weapons it had used in the Iran-Iraq
war.

In 1995, probably hoping to pre-empt General Kamel's
expected disclosures, Iraq did tell the UN of what
became known as the chicken farm documents because
they were found in wooden and metal boxes in a chicken
shed outside Baghdad. They revealed much about Iraq's
plan before the Gulf War to develop a nuclear bomb as
well as its biological and VX programs pre-1991.

The one group of Iraqis that remains convinced that
WMD existed and might be used against them were the
Kurds, many of whom fled their homes during the recent
war.

NEVER again did families in Baghdad imagine that they need fear the midnight knock at the door. But in recent weeks there have been increasing reports of Iraqi men, women and even children being dragged from their homes at night by American patrols, or snatched off the streets and taken, hooded and manacled, to prison camps around the capital. Children as young as 11 are claimed to be among those locked up for 24 hours a day in rooms with no light, or held in overcrowded tents in temperatures approaching 50C (122F). On the edge of Baghdad International Airport, US military commanders have built a tent city that human rights groups are comparing to the detention camp at Guantanamo Bay in Cuba. Remarkably, the Americans have also set up another detention camp in the grounds of the notorious Abu Ghraib prison, west of Baghdad. Many thousands of Iraqis were taken there during the Saddam years and never seen again.

 Conclusions after reading Hersh's report: Either (1) the "Bush faction" within the CIA --laying the groundwork for the oilmen's seizure of Iraq-- generated a virtual flood of false information, designed to be "intercepted" by foreign intelligence agencies (including Britain's MI6) who, unwittingly assuming it to be true, would then dutifully report such "inteligence" back to the US so that Bush could cite those items as "proof" ... (It was a global "black op" using our European allies as "stooges," treating long-term friends like the British no differently than our enemies) Or else, (2) The BRITISH --no dummies, and as always, the mentors of our native "Anglophile" faction (including "Lord" George Bush Sr) -- were actually the ones who SPEARHEADED this unprecedented "global agitprop" effort and are therefore being disingenuous in claiming their government was misled by Bush.

Britain stands by Iraq-Niger nuclear link   

By Dominic EvansReuters LONDON, July 9  Britain on Wednesday defended its allegations that Saddam Hussein had sought uranium from Niger for a nuclear weapons programme, saying its evidence was separate from forged information used by Washington to make the same case.   Prime Minister Tony Blair's spokesman said Britain had ''different knowledge'' from the United States to back up its charge, set out in Blair's September 2002 dossier on Iraq's alleged weapons of mass destruction. 
 ''We included it in the dossier on our own analysis and assessment,'' Blair's spokesman told reporters. 
 His comments followed an admission by the White House National Security Council that President George W. Bush's claim Iraq tried to buy uranium from Africa was based on forged documents. 
 The announcement added to controversy which has dogged Bush and Blair over whether they manipulated intelligence on weapons of mass destruction to make the case for war against Baghdad. 
 Nearly three months after Saddam was toppled, no such weapons have yet been found in Iraq. 
 Blair, choosing his words carefully, insisted on Tuesday that evidence of a weapons programme would eventually be uncovered and denied his government had pushed Britain's intelligence services into exaggerating the threat from Iraq. 
 He also defended the evidence Britain had of Saddam's attempts to buy uranium from the central African country of Niger. ''Insofar as our intelligence services are concerned, they stand by that,'' he told a parliamentary committee. 
 U.S. government sources said Italy's intelligence service had circulated reports about the Niger documents -- not the documents themselves -- to other Western intelligence services in early 2002, and that was apparently how the British and U.S. intelligence services learned of them. 
 ''I don't know where the Americans got their information from. Our information comes from good, reliable sources -- not British sources, which is why we were never at liberty to pass anything to the Americans,'' a British official, who declined to be named, told Reuters.

It is now reaching a stage of absurdity. At a cost of an estimated $250,000 of taxpayer's money the FBI drained a small pond outside of Frederick, Maryland seeking proof that Dr. Steven Hatfill had waded into the water a year or so ago and loaded envelopes with anthrax which he then mailed to a number of intended victims.

They won't say what they found this time around to add to the plastic container and glass vials they alleged found last winter in the pond, but news reports indicate among the items discovered were a gun, a fishing rod, and  a street sign. It was also reported that they dredged up tons of mud which was sent to a laboratory to see if it contained any traces of anthrax - something they had been unable to find in the previous visit to the pond.

The plastic box, which has been variously described as a crude glove box with either one or two holes cut into its side which FBI agents speculated could have enabled Hatfill to work under water safely while using gloves to maneuver the anthrax into envelopes without exposing himself to the deadly spores, or, as Hatfill's friend Pat Clawson  called a "K-Mart sweater box," and somebody else described as a turtle trap.

Whatever it is, some FBI agents said the theory created a lot of giggles.

The Bureau won't say exactly what they found, but reporters close to the FBI indicate they found nothing - that the $250,000 fishing expedition caught nothing but a lot of junk, most of which was turned over to local authorities.

It would be bad enough if this was an isolated instance of the FBI's startling incompetence which is made far worse by their hubris. I mentioned before their utter failure to find Eric Rudolf despite five years of effort and hundreds of thousands of dollars and man hours only to discover he'd been right there under their noses all that time. Yet despite these embarrassing facts, they still did their peacock strut after a local cop nabbed Rudolf, preening themselves in the limelight surrounding  the real hero of the affair.

Then we had their shoddy performance in the case of Elizabeth Smart, who was also right under their noses for months and once again they pushed themselves forward to share in the credit for finding her that belonged solely to local police officials.

In the anthrax case, the Bureau's record has been shameful and a lot of the blame lies at the feet of top Bureau officials, specifically the agent in charge of the anthrax investigation, the recently retired Van Harp. The pond search started as Harp prepared to retire. He played it up big initially, broadly hinting that this could be the big break the Bureau was looking for.

After the first effort proved futile, and just before he was to leave the Bureau, the draining of the pond became the focus of the investigation, with Harp hinting that this would be the big break. But then again, he allowed that although his investigation had convinced him that Hatfill was the culprit, the FBI might never be able to prove it.

Now, with the second pond episode leaving the bureau with egg on their face, news reports suddenly surfaced revealing darkly that Hatfill had worked on a top secret project for Delta Force - not an outfit given to working with anthrax killers and had designed a built a mock up mobile biowarfare lab. He had done that work even though the FBI was breathing down his neck as a "person of interest."

That revelation was leaked to the media suggesting that there was some sinister connection with the mock-up which could never be used to produce biological agents and was merely built to show Delta Force operatives what to look for.

The leak backfired.

Last year, it was reported that Dr. Hatfill had surreptitiously taken three old biological safety cabinets from Fort Detrick, and it was suggested that he had used them in some way to manufacture anthrax. 

According to Ed Lake who publishes the anthrax investigation web site: "It's been known for well over a year that one of the reasons Dr. Hatfill was suspected by some people was because he took three non-functioning biosafety cabinets from USAMRIID. 

Scott Shane wrote about it in the Baltimore Sun on February 22, 2002: 

"Among others, the agents asked about a former Fort Detrick scientist who returned a few years ago and took discarded biological safety cabinets, used for work with dangerous pathogens. Like some other military lab workers, the scientist has expertise on weaponizing anthrax and has been vaccinated against it, sources say." 

"The scientist acknowledged that several years ago, with Army permission, he took three biosafety cabinets that were being discarded at Fort Detrick, but he said they were for use in a classified Defense Department project that he could not discuss." 

So, now we know a little bit more about the "classified" DOD project.    Big deal.  And we now
