Thanks, for the upload.

Yes, you can remove 1.7-1 but keep 1.7.1-1 so we have something to
fallback on if there's some major problem with the new package.

I've uploaded a new package of wget if anybody would take a look at it
and eventually uploaded it to cygwin.com.
