GADM is good. They also follow some standards for the admin units.
But the GADM tehsil boundaries are different from the census tehsil
boundaries. Any idea how they relate to each other?

Yes, Part of the Bharat Maps NIC constellation.
There is a spurt of such things. Now SOI also has a portal via DST Sahayog
app... and they too have villages and census.
