Package: matrix-synapse

After upgrading the package matrix-synapse is unable to start.
This is what I see in the log (journalctl -xe):

Looking at one of the packages:
$ apt-cache policy python3-prometheus-client

So matrix-synapse requires a version that is not in debian repos, and the
package
does not seem to restrict the version, so it resulted in broken matrix instance
after upgrade.
