A technical fix is theoretically possible but it requires deep D-Bus
knowledge and time, two things that are hard to find together.

A mention in the release notes would be fine IMO.

Yes, it is quite annoying, but it looks less problematic than other
upgrade issues.

This bug has been merged a few times. 

Should this be "fixed" by adding a note into the Squeeze release notes
or do you expect a technical fix?

For a Lenny->Squeeze update the system will need to be rebooted anyway
to take advantage of the new kernel, so this doesn't appear RC to me.
