I am not used to reading piuparts logs, thus just wild guessing ...
Could it be, that munin-doc was not installed during the above test?

Taking the history of the file /usr/share/man/man5/munin.conf.5.gz as 
an example:
* stretch/buster/sid: part of "munin-doc"
* experimental: part of "munin"

Andreas' log indicated the same conflict / transition from 
"munin-plugins-extra" to "munin".

that's bad, but not serious, downgrading accordingly.

I suspect similar bugs should be downgraded too.
