I think there is something broken in how the headers are added in
general. If I try to add a header using the "# followed by a 'Name:
Value'" syntax no header is added, even if ParseHeaders() seems to
correctly find them.

podebconf-report-po --postpone=mbox --bts=772771
and it produced me an mbox where the text correctly referred to respecting the
reply-to and gave the bug number but the message headers themselves did not.
