augeas-lenses does not support icinga configuration files. While the version 
(1.1.0 - 2013-06-14) on augeas webpage says it can handle them

This lens applies to /etc/{nagios{3,},icinga/*.cfg.

that is not supported. Please install one of the supported versions

vagrants package recommends virtualbox 4.3.2-dfsg-1 but it can not be run with 
it but only with 4.0, 4.1, 4.2
