I see this too, and it does not seem to be related to XF86Config, as the panel (which I have set to autohide) does not take part in the scrolling. right click on desktop - arrange icons, and it usually goes away. Yes, those packages are not ready for general use currently. AFAIK Ivan's working on them. I've experienced the same problem when I installed kdelibs4. remove them, --purge --force-all kdelibs3 and then reinstall kdelibs3. That's how you can get back to working KDE2.2. Thankfully I don't need working KDE on that machine (that's why I tried KDE3 here ;). I posted this just in case someone wants to try it.
