In KMail 1.5.4 you can select your dictionary from Settings/Spellchecker menu
of the *message composer* (not from the Settings menu of the main window!)

OK, right now I am running KMail 1.5.93 from KDE 3.1.93 CVS. Here I can select 
the dictionary by selecting in the View menu in a message the item  
"Dictionary". I do not know if this was available in KMail 1.5, but I think 
it was not.
