I have made a script (pretty bad coded) that makes half of what I needed.

I've picked up the habit of using aptitude for all package
manipulation, even at the command line, just because it leaves a log
in /var/log/aptitude.  I'm sure you could graft this onto apt, but
it would be nice if it came standard.

ls -rltu /var/lib/dpkg/info/*list

will give you a pretty good indication, then use some regex and dpkg
commands to identify the exact version installed.
