One can always build depend on older versions of flex. But I
 say that in unstable, when we are not nearing a freeze, is the best
 time to move ahead with the c99/gcc-3.2 migration, and fix our
 packages before releasing Sarge.

   Wouldn't it be better to have a temporary back-compatibility package
for the old flex as a stop-gap measure so things could progress on
other fronts while the lex stuff was sorted out?
