It is, nevertheless, a bug: the end user should certainly not be told to check locations of files he/she does not know about and which he/she has not requested. This is not yet fixed: I can confirm this on Kubuntu 9.04. Opening Epiphany (or opening a new tab) leads to "File “/usr/share/ubuntu-artwork/home/locales/index-C.html” not found. Check the location of the file and try again." it says "C" instead of "%l", though.
