This is exactly my approach. But unfortunately, Japanese translator does not aware the fact, so gedit still fails to auto-detect japanese encodings. I sent a revised diff with the link of the GNOME BUG#, so he will update his translation sooner or later. If his update will not be in Dapper release, please use my diff. But I think it's difficult for "normal user" to modify gconf keys. So it's good to set this with ja.po as Hiroyuki says. If a users select "Japanese" on installer, it's good to make gedit detect these character encodings to ensure out-of- the-box support for Japanese.
