Even changing the current Wifi connection is impossible, when this problem occurs. Just wanted to add that I am using a Lenovo w520 and this bug appeared after I upgraded from 11.10 to 12.04. I also found another work around. I can go to All Settings -> Network (or just Network from the Unity Menu) and change the wifi network from there. I can also stop and start the wifi from there. However the network menu from the top right does pretty much nothing once this bug appears.
