It asks that clients revalidate. The mochiweb_request:serve_file call we use provides the last-modified header from the file mtime. Clients interested in caching should provide if-modified-since and mochiweb will properly handles the 304 in this case: https://github.com/mochi/mochiweb/blob/master/src/mochiweb_request.erl#L598.
