Here are the recent changes to the packaging guidelines.

The section on the use of pregenerated code was amended to indicate the
preference for having tools necessary to regenerate such code be free
software and packaged in Fedora.

Subject to the guidelines as written, yes.

A clear example of something that would now be permitted would be MAME
(because it is now Free Software and meets the new criteria).

No, because of the commercial distribution restrictions.
