So, where would I find what I'm looking for...?
I suspect I'm missing something bleeding obvious, but I've checked
github and they're not there.  And, I can't find them here and the wiki
is old...

I assume from that link I should get a d/l of
logitechmediaserver_7.9.3_amd64.deb but instead all I get is a web page
that displays the text

The link is for the update checker, not a download. So yes, the result 
is nothing but a URL. That link would usually be used by LMS (or some 
other application) to trigger the update.
