I think when you do the install, it installed to
/usr/local/lib/pkgconfig. This is noted on the FFTW installation page
here:
http://gnuradio.org/trac/wiki/FFTWInstall
On my Cygwin installation, I have:
$ echo $PKG_CONFIG_PATH
/usr/lib/pkgconfig:/usr/local/lib/pkgconfig
Which allows me to run:
$ pkg-config --list-all | grep fft
fftw3 FFTW - fast Fourier transform library
fftw3fFFTW - fast Fourier transform library
