Your 100% certain that the the owner of the excel files is the same as the user that apache/CF is running under? that was my first thought... The files aren't owned by the user that the CF server is running as, but they are in the same group and that group has both read and execute permissions on the files/directories in question. This is the same arrangement we had with CF7 as well.
