 Thanks for the report. It looks like a backward incompatible change in the
 [https://www.sphinx-doc.org/en/master/usage/configuration.html#confval-
 language language] setting. We should set a default language when the
 `LANGUAGE` environment variable is set to `LANGUAGE=`.
