Unfortunately they seem to have problems. Except the list and what it
cotains, their main problem is that Lotw and eqsl rules should apply the
contents of the list. This does not work for sure. This stopped me to
continue with my application for wpx award of excellence...

This file is supposed to list prefixes that have been deleted, i.e. are
not currently valid for the WPX honor roll, according to WPX rules:
"Prefixes will be deleted from the Honor Roll listing ten years after they
are no longer authorized for use by the governing authority or by the ITU".
I suppose since all AC9 and AC0 callsign licenses expired at some point and
no new calls were issued, they met the 10 year rule and found themselves in
this file (among other prefixes).
This effectively means that if we wanted the WPX record in DX4Win to be
accurate (per honor roll rules), the wpxdeltd.txt would have to be updated
on a continuous basis. I've looked around in the CQ Mag website, but I
can't find anything resembling the list of invalid prefixes, so I simply
deleted all entries in this file and kept it blank, rendering all
worked/confirmed prefixes valid.
If anyone knows where this list can be found, let me know and I'll keep
the file up to date and send it to Jim for regular distribution.
