Developement does not mean what you think it does here. In Mandrake update it is referring to UNTESTED or ALPHA or BETA level packages which are part of the Cooker distribution. Normally you want to avoid these if possible. Make sure that you can go into the configuration and update the list of mirrors. Its always a good idea to rpm -K therpmyoudownloaded.rpm and if you want to check the signature then grab the key off the cd with gpg --import RPMkeyfilename before you check the rpm. Also run rpm -V rpm and see if you get any output.
