Francisco:

I just went to www.kde.org and then to their downloads and picked and FTP
server. In there there should be a stable folder and then a 3.0 folder. In 
side will be the distros. Just choose Mandrake and then 8.2. That's all I 
did. 

They may even have better links up on the site by now since they have 
officially released it.
