I would have thought this would be quite confusing.  Wouldn't you want 
to at least start a new 8va mark in the first measure of each page?

Having the mark carry over from previous pages seems like some of those 
old scores that never repeat the key signatures.

Hi. You need to deselect the sign clicking somewhere else and select it
again. Strange behaviour, but it's the same with slurs.

That's where I went in the first place, because that's how it used to 
work in earlier versions of Finale.
The snap points just won't move in FinWin2014.
