The proper place to look for changing this: etc/rc.d/wpa_supplicant where it is hard-written to the start-up script/routine. This should probably be something that is handled in the default rc.conf through wpa_supplicant_flags and a default set for them to start from so it can at least be changed on a per use basis. I could have swore this was already in place in earlier sources.
