Good idea.

Add that as another step to:
http://incubator.apache.org/guides/retirement.html

Ideally it would be the last thing done to SVN.
In that way the last log message seen via 'viewvc' web interface
also makes it clear.

Thanks to everyone for the encouraging comments. I will report back to OpenAz 
and begin drafting a proposal.

I suspect we will want Paul to act as our Champion, since WSO2 is already 
active in the project. I think the group will be glad to have Emmanuel and Colm 
help us as Mentors.

KEYS, hashes and sigs are explicitly excluded from synching with 3rd
party mirrors.
They must be downloaded from an ASF host.

I may just be missing something but I don't see any MD5 or signed files in the 
release area from the mirror the download page took me to. [1] they do seem to 
be in RC4 [2] so it may be they just not been copied over or perhaps all the 
mirrors haven't caught up yet?

Having the README, RELEASE_NOTES and KEYS files in the dist area (outside the 
tar) is also helpful.

Looks like the src release is missing a DISCLAIMER file. [4]
