I would say not, the responsibilities of being a PPMC member includes a lot of things other than code and being good at just the code part doesn’t alway make you a good PPMC candidate. Anyone who has a wider community view should be considered as a candidate. No one should have to be an expert in all areas to become a committer in a project. It would also be best to consider committers than contribute things other than code.
