I expect the requisite of having a _diverse_ community of developers doesn't exist over there, so it might be a nice, visible place to grow a community until it is ready for eventual contribution to the ASF. I'm pretty sure people will still think of apache.org as being the ultimate destination for a good OSS project. If java.net helps them to get there, why not?
