The dfshealth.jsp page says
bq. Safe mode is ON. The reported blocks 0 needs additional 308 blocks to reach
the threshold 0.9990 of total blocks 308. Safe mode will be turned off

say Safe mode is off. when the NN is not in safemode.
It would also be nice if the message said how many DNs are expected (or were
seen before the last reboot, or similar).

Perhaps it should also give a reason for safemode, like waiting for 888/999
blocks to become available, 333 available currently.
