This issue seems to be for people running the server tool through steam. Other cases seem random. Wait for a fix. There's no user-possible solution at the moment. The appid fix is not working for a lot of people since the 10/13 update. It's a widespread issue as I said. It's not user related or config related. We just need to await a fix.
