That would be quite stupid if they wouldn't include DS files for those mods.
From Steam files it appears that they will use separate dedicated serves.
There is private APPID for game files and for dedicated server.

Cybercafé  account have every time other SteamID taken from Cybercafé
SteamID pool, so its quite hard to ban them, but you can ban IP of
that Cybercafé.
