I was going to say I have never seen ipomea to be so wooly//hairy, Rohit.

then I walked away , when I came back there was this suggestion from Rakesh
makes perfect sense, even though the original picture is sort of fuzzy,

Merremia aegyptica can be highly hairy// wooly including stipules, leaves
and even the flower bud.

hence it is called hairy woodrose.

matching.

Hello friends

This i believe is Aeschynomene indica. This was seen in plenty by the 
roadside near Khalapur, MH in Aug 2019. The plants were around 1 m. in 
height

However, no flowering or fruiting was seen.
