As described, it seems that project B has value (as providing a library/shared asset) and should be marked public/shared by its owner (different owner than project A and project C). From a security point of view (and existing dependency paradigms) we should never alter another person's assets even if we are only affecting their annotations. Where the URI includes information regarding the project and project hash. It is my hope still that we will eventually move to a flatter single-value URI for faster lookup/comparison.
