intended behavior is not quite the same but similar. Added recently for Wayland
session. For X11, it always worked that way if one of Latin layouts is added
first in Settings.
This functionality is actually implemented in Qt and we just call it from our
compositor. The logic behind it is to make Global shortcuts work uniformly on
any layout. So if physical key has some Global shortcut defined for Latin
layout - it always takes place whatever actual layout you have active.
Just for the case, please confirm it works on Wayland the same way.
PS:
it still doesn't clear to me why you don't get standard action defined for
Alt+`, it should switch windows of one group.

That might be a different problem, Alt+w, Alt+h etc. are probably not global
shortcuts. But then it should be reproducible on any desktop environment.

Great, at least it works for Wayland.

For X11 we don't use the same mechanism for searching Glabal shortcut suitable
(as we don't use libxkbcommon there), thus is the problem.
Hypothetically, fixable but I'm not sure if someone will bother..

I can guess what's happening - if we use spare layout first time, we change
theirs order.
But the shortcuts do know nothing about it, and continue behave as if the order
was the same.
Here you got the swapping.
Does it look possible?

Sorry for the confusion, this probably were two different bugs with similar
symptoms, which results they both have been tracked here in one issue.
So this was original fix:

Note about problem reproduction: if i use just left click to open remote smb
server - dolphin crashing, but all is fine when i use right click + "open in
new tab" button instead - in this case dolphin stays alive and i'm able to use
remote shares as usual.

It seems as expected behavior - for modifiers-only shortcuts, Plasma has no UI
currently but one can do it with manually editing special config.

I suspect it might be rather Qt problem because it's Qt who traverses among
configured layouts to find Latin keysym for a key.

Fix focus loss on decoration destruction

InputDeviceHandler keeps track of which client has focus, and whether
the decoration or main window has focus.

Should the decoration get destroyed whilst the decoration has focus we
don't update correctly. This can happen when
"BorderlessMaximizedWindows" is set, or if you use key presses whilst
above the decoration.

cleanupDecoration (which is an odd name) is called whenever a decoration
gains or loses focus. Here we can connect for the decoration destruction
and force a focus change.

I tested on Gnome Wayland and didn't find any difference in max rates between
Elisa and Terminal there. It's about 1000 per sec in both cases.

It uses org.kde.Platform runtime which AFAIK is opensource-only:

Still it might be a regression, so it's worth to test it maybe in VM with Neon
(but not sure if such kind of test is correct on VMs).

tests should depend on environment you test them on..

Sorry, this is the result of a quick and dirty refactoring of the KCM UI that
was needed, I was not able to do proper design at the time..
I hope it will be addressed when we switch to QML in that KCM.
Also, maybe move the setting of custom labels to the applet, as it belong to it
exclusively.. 
But yes, let's discuss it in a separate bug/thread.

 +  is handled by X11 and not Plasma, so it seems like
lower-level problem indeed.
That beeps might be symptom of some buffer overflow, e.g with keyboard events.
XKB doesn't handle physical devices so should be indifferent.
I might also be useful to look into X11 logs, I'm not sure journalctl grabs
ones..

I see crashes in your log, can you also try the session with new user?
What's on Wayland?
Does the problem arose after some upgrade, meaning it's a regression?

Could you please try on Wayland?
I did some improvements there regarding shortcuts on different layouts.

Also, please make sure Latin layout (EN, US) goes first in the list of
configured layouts in Keyboard KCM.

It might be these particular shortcuts become global for some reason after
layout switching, thus intercepted.

Unfortunately I'm not familiar with these two technology closely enough.
But maybe awareness of them on Plasma side can be improved - at least, I know
in Gnome settings you was able (seems no more) to explicitly set if you want
IBus or XKB, so I'm not sure if that sort of conflict can happen there.. Tests
welcome, BTW.

What kind of apps you have the problem with?
- Please make sure they are not Snapped first.
- Then, if it's Qt or Electron apps, they apparently don't follow the SNI
"Spec" we invented, so to push things forward maybe it worth to start with
filing respective issues in those toolkits, and then possibly implement it
there:
