Part 2 of the blog is just out:

https://blogs.technet.microsoft.com/networking/2018/10/24/leap-seconds-for-the-appdev-what-you-should-know/

Note the new, per-process compatibility mode default is a 2 second or ½ second
leap smear. Fun times ahead.

But this post does clarify that Microsoft has taken on the
responsibility for distributing leap second announcements as part of
the routine updates to the operating system.
That is a big step forward for leap seconds.

Apparently the description of the mechanism is in the next blog

Reading this, it appears they provide a mechanism for inserting a leap
second for testing purposes (good), but I can't see any description of that
mechanism (bad).

[LEAPSECS] more Windows 10 leap details

2018-10-18 Thread Steve Allen
Here is another blog post about handling of leap seconds in Windows 10,
including a link to video of Judah Levine at the NYSE decrying smearing.

https://blogs.technet.microsoft.com/networking/2018/10/17/leapseconds-for-the-itpro/

It ends with the terribly reassuring line

"Please give this a shot, and of course let us know how it went!"
