Stimulus Funding Opportunity Announcement (FOA) for Transportation 
Electrification can be viewed without a password
1.  Go to:  www.fedconnect.net/FedConnect
2.  On right side, click on:  Search Public Opportunities and Awards
3.  Under Search Criteria drop down, select Reference Number, and type the FOA 
number DE-FOA-028
4.  Click on search
5.  On right side under Documentation, under 01, click open Body to view 
the FOA

To view Stimulus FOA for EDV Battery and Component Manufacturing follow steps 
above but for Reference Number use DE-FOA-026

Jay,
I cannot attest to the content of the article, but I did google the
"electric drive vehicle
battery and component manufacturing initiatives" and came up with a
e-center.doe.gov
site that required an email and password to access the topic, so
without Ira Reschman's
reply i would say there realy is an initiative to invest into the
electrification of transportation.
