Hi Andreas.
I already posted this layout (template) to the lyx list. you can find it
(together with some modifications/improvement I guess) on :

and searching for elsart.
You will find that it is not a full layout, just a few tricks to produce
an "elsart compatible" latex output for simple papers.
But you are welcome improving it :-))
It's not so easy to use (use "change environment depth" to put parts of
the front matter at the right level), and I think I could modify this part
using latex code, but in this case the output will not be in "pure" elsart
format, just "compatible". It would be more "clean" to modify LyX to
handle such kind of construction/layout. That's why I am forwarding this
mail to the dev. list, as a suggestion for the future. (Hello Developpers,
hope you are well) :-)).
