Is the 'Emergency moderation of all list traffic' on the General Options
page checked?

Hmmm...

What I would do at this point is to set up a separate test list with you
as the only subscriber, leave it unmoderated and send a couple of emails
to the list.  If you succeed, then go to the FAQ at:

http://www.python.org/cgi-bin/faqw-mm.py?req=all#3.11

and go through the steps outlined there for an announcement list and
change the settings one by one and continue sending test mails to the
list to see if there is a step that is tripping you up.
