I haven't migrated to ver3, so 1st advice will do;  as for the 2nd, I think the 
answer 
for the 1st also applies (I wasn't talking about local-domain users (since they
are not), just as in no1 question, with "moderate" instead of "discard")

For Mailman 2.1, in 'leaders' Privacy options...Sender filters ->
accept_these_nonmembers add

@general
@specialized1
@specialized2
...

Mailman 3 doesn't (yet) have this feature.

I'm not sure what you want here. If you mean a post to a list from a
local user who is subscribed to any other list should be accepted but a
post to the list from an external user should be held for moderation
even if the external user is a member of another list, Then no, you
can't do that

You can put patterns in accept_these_nonmembers like

^.*@local.domain

to accept posts from anyone with an address in local.domain regardless
of list membership, and set generic_nonmember_action to Hold to hold the

others.
