Rebased on branch-1. 

Testing:
{{TestFairScheduler#testPoolAssignment()}} and 
{{TestFairScheduler#testSetPoolTwice()}} verify 
{{PoolSchedulable#updateDemand()}} that the patch changes.

However, a couple of other tests fail in {{TestFairScheduler}}. Will create a 
JIRA for those failures.
