Can you be more specific about what error you're getting?
You are not specifying any output action. Try adding that too like:
actions = [ [openflow.OFPAT_SET_DL_DST, 00:00:00:00:00:02],
,[openflow.OFPAT_OUTPUT, [0, outport]] ]
What switch are you using?
