OpenOCD review process?

Is there any description of the OpenOCD review & merge process somewhere? As a 
newcomer it is a little hard to grasp the process and expectations.

I am happy to participate in both development and review, but would be helpful 
with some guidance on what is expected.

How to submit patches is well covered, the question is not on that part, but on 
what happens after, and also the expectations when reviewing patches from 
others.
