Job Title: SOA Consultant
Location: Seattle, WA
Duration: 18 Months
The SOA Consultant’s role will be an integral part of the development of
the SOA environment with the ability to perform technical tasks, coaching
and mentoring of KCIT personnel in best practices in a government
environment. This effort will include technical assessments, creating
policy, governance and process documents, validating the work of KCIT
personnel, along with providing technical knowledge to team members.
The project is divided into two phases – the first phase will focus on
assessing the current SOA / services environment and developing draft
policies, guidelines and governance. Phase II will focus on completing the
draft documents, gaining acceptance of the documents, and standing up the
governance processes.
Work Requirements
Requirements for this position will be applicable to both Phases.
Requirements include the following:
Facilitate SOA discussions with Agency personnel and provide technical
expertise
Advise and provide example SOA “best practices” for Government Enterprise
Validate Agency SOA Vision Components
Validate proposed SOA strategies written by Agency SMEs and management
Create SOA Principles, Policies and Standards for Agency environment
Conduct and evaluate current SOA Environment Assessment
Define SOA measures and metrics, including creating Agency baseline data
Guide development of SOA Governance Model, Structure and Processes
Guide creation of the SOA Roadmap - the path to the desired state
Provide White papers, technical research, and other relevant information
that increases Agency SOA knowledge base
Validate SOA use cases via table-top exercises
Provide expertise and direction to Agency in the development of the
Services Repository
