The docs at http://fedoraproject.org/wiki/Join_the_package_collection_maintainers#Get_Sponsored says "Your sponsor can add you to the packager group. You should receive email confirmation of your sponsorship." In any case, removing FE-NEEDSPONSOR now we have a sponsor. Next update will include a New Package CVS Request. Once processed, that might let me set the fedora‑cvs flag (which may be how I get into the packager group?).
