One of the original suggestions was to disable / uninstall your anti-virus
and try launching qgis. Did you try that? From your description it looks
like Quickheal might be interfering with qgis. Qgis has other dependencies
on python, qt etc so merely allowing qgis may not be enough.

It has no solution then to downgrade the python-scipy library from 
0.19.0-1 to 0.14.0-1.  The post ends with the bottom line that Qgis 2.18 
in no longer supported...

To install a whl, I would look at this.

The python 2.7 distribution should be somewhere in the directory with QGIS.

I think the best would be to install a new supported version of QGIS and 
then find a plugin that does what you need. (perhaps 
https://plugins.qgis.org/plugins/clusterpoints/ ???) Your work should 
upgrade to

Version 3.10.12 LTR

Hi,

Looks like the plugin is having difficulty loading the NUMPY_MKL library.  I 
would contact the maker of the plugin or find another plugin that does the same 
thing but using a new version of QGIS.  QGIS 2.18 is quite old and not 
maintained.  The pluGin is also flagged as experimental.  I would start new 
email asking for help on what you need to do and ask how to do it.

You could try installing version 0.1 of the plugin.

If you are good in python, you could alway try to figure out why the library is 
not available add try to install it yourself.  Looks like as import problem so 
that would indicate Numpy  mkl is not installed.

I am once again posting this question.
My work requires me to use QGIS 2.18.x. Hence, I downloaded QGIS2.18.28. I
am trying to install "Scipy Point Clustering" plugin. I have entered the
following details and URL in the Repository details .When I click OK, I am
getting the following error. Can anyone please help me?

Since, I am getting the above error, I manually loaded the plugin in the
directory. But, still it is not working.  The path of my plugin directory
is C:\Users\username\.qgis2\python\plugins.It is highlighted in red and

Hi,

Are you sure the WMS layer is the reason for your problem? If so, you
could try to generate a mbtile (toolbox) for your area from this WMS
layer, and then use the mbtile as background and switch the WMS off.

[Qgis-user] Auto-Find on unavailable layers?

Hi!
QGIS 3.14.16

What is this option supposed to do?

All I get is a small, empty dialog which goes into a not responding state.
QGIS then needs to be shot down.
The missing layer is a shape file which I have moved from one location into
the QGIS current project (Home) folder. So finding it should be easy.
As it is if I choose Browse instead.
