If it's not specifically ruled out then it fits the rules. We prefer to rely on the rules of fair play, common sense, physics and economics to govern the hobby. not having battled before, I obviously cant comment on how difficult it is to operate a tank in battle, but I think it would be great to experiement with a "forced" two-radio option, and have one person driving, another controlling the gun, and possibly a third who actually gives the orders (commander). various battle videos tend to suggest however that the action is probably too fast-paced for a commander, perhaps just driver/gunner would be a good combination and would require you working as a team in good communication. the battle field might get a little crowded however! I've noticed that the rules are pretty 'flexible'. I'm not the authority, but I'd support your two radio set-up at least for one battle if it would get you there. There are often spare assets at the battle. Usually it's a supply vehicle but sometimes it's something that shoots. Your daughter could always run of them if you don't require two to operate your tank.
