The latter generates a lot more debug output. ctdb_takeover_tests is used by the ctdb tool stub to calculate IP address changes for failovers. This resulted in unexpected debug output that caused tests to fail. Since eventscript tests don't care how IP allocations are arrived at, the best solution is to turn down the debug level. Factoring out some of the code will allow it to be used elsewhere.
