You can do that with Gimp.
Either in drawing the new icons from a transparent background (and keep the
transparency in the saving options to PNG).
Or in keeping your existing icons: open in Gimp, menu
Layer/Transparency/Color to Alpha (and select white for well.png for
example).
You can also use the 'Select by colour' tool, click on the white part, and
press Delete.

I was just checking the district data for tamil nadu and was trying to do
some cleanup near the complicated pondicherry boundary and i noticed that
the coastal districts of nagapattinam, ramanathapuram and thoothukudi were
missing. i have a hunch that this has something to do with them being some
kind of a compund shape. Even Kapurthala district which is made up of two
parts is not there.

Yes, definitely. My current plan for quick links is to have major cities,
all places mentioned at
http://wiki.openstreetmap.org/wiki/India#Mapping_progress and other
towns,All States at appropariate zoom level, universities(IITM, GNDEC,NITC,
anymore?), Best of OSMI [any well mapped area which is left out above]

Ok, then I guess admin_level=6 makes sense for DISTRICTS. This will allow
admin_level=5 to be used for DIVISIONS if required in the future.

If anybody knows how to script these changes, please tell me or go ahead and
do it yourself. Otherwise, I will do the scripting myself as soon as I get
the time.

No.I guess fancy URLs will help web crawlers which can give us more
visibility on search and give hits. I am working on the quick links page
which will contain links to cities / states and places that are well mapped
and might interest people. Ex:- Coimbatore Golf Course or Tirupati Hills.
This can also be a place for visibility where other people in the community
can know what has been mapped well.

I think the area=yes might be the problem. That would presumably put 
this information into the mapnik polygon table, but the rendering rules 
for admin boundaries seem to only be defined for ways.

Osmarender presumably just ignores that and renders it anyway.

To indicate the area, they can be put together again as multipolygon

Here are some examples of tagging of one of the German admin_level=4 
boundaries:

Yeah; I have been wondering about the same too. I am not too surprised
though, I am not able to see any district borders rendered in other parts of
the world too.

Will be looking into it as soon as I get time. In the meanwhile, any

What it is not being rendered?

Rendering on Mapnik is very quick. I put one test village green with
name X-Boarder about 30 minutes ago, through which border is passing.
X-Border has been rendered within less than 30 minutes, but border
data even after 2 days are not showing up. Do we need to add / change
tags?
